[Openstack] [Tripleo][Ironic] How does overcloud get route 169.254.169.254

An os-refresh-config on the controller node should bring it back. The reboot, sometimes, does not bring up all the services in the right order.

Thank you !
Another question: Last time I rebooted the Overcloud, and the 169.254.169.254 route was gone, is this normal ? It is supposed that for every reboot 169.254.169.254 route exists, right ? Maybe its OS image issue or something else ?

Best Regards!

DHCP allows pushing static routes via option 21. So we push said route
via DHCP. This is a built-in feature of Neutron.
