[Openstack] [Tripleo][Ironic] How does overcloud get route 169.254.169.254

Another question: Last time I rebooted the Overcloud, and the
169.254.169.254 route was gone, is this normal ? It is supposed that for
every reboot 169.254.169.254 route exists, right ? Maybe its OS image issue
or something else ?
