I believe your interpretation to be correct.  The key points being:

1) The integrated release is the set of projects we vouch for using our
own process and set of requirements.

2) We believe the designated sections question to be entirely the
board's responsibility and that the TC, along with the rest of the
community, can provide input on a proposal.
