'pa' is default for pa-guru in CLDR project/Unicode [1] is using, Same 
way wikipeida [2]. So I suggest, pa-IN need to be 'pa' (which will 
represent Gurmukhi script) and if later pa-Arab (Shahmukhi) need to add, 
it can be represented with pa-arab (or pa-shah etc).
