[Openstack-i18n] Call for vote: translation importing policy

My opinion:

1. c> language coordinator decided

2. b-No if there is such a technical reason as Akihiro mentioned.

I think in the future we should keep Github and Transifex synchronized.
Github and transifex can help to save the old translations.
Github has the ability to keep old versions.
Transifex can save the old translations in Translation memory.
Thus we don't need to worry about the possibilities to lost the old
translations.
