[Openstack-i18n] Horizon translation status update for Havana

There is no milestone before Havana release now.

Xiao wei, do you want to include this partly finished traditional Chinese
translation
in this version?

You are the coordinator.
You can make decision whether to include the translation even not
completely finished.
