[Openstack-docs] Update docs project meeting frequency?

Hi all,
Choice B it is -- I think I understand fortnightly to mean every other
Tuesday. I hope that's' right.

I've updated the iCal feed at
https://www.google.com/calendar/ical/bj05mroquq28jhud58esggqmh4@group.calendar.google.com/public/basic.ics
to reflect an every other Tuesday meeting at the same time as our
meeting is now, 1300 UTC.
