[Openstack-docs] OpenStack docs review policy

Great info, Lorin, on both reviews and commit messages! I think the commit
message best practices doc is a little too complex. There are quite a few
examples but the instructions are not the clearest (at least not to me). A
simple explanation along the lines of what you offered would be great for
new contributors like me. Thanks! - Nermina
