Dear all,

as discussed during the PTG, starting in the Queens cycle we will have a
bug czar.

chandakumar has graciously put his name forward for the role, and he'll be
QA bug czar for the Queens cycle.
Thank you!

The bug czar ensures that all bugs to OpenStack projects under the QA
umbrella are triaged and acted upon in a timely fashion based on
criticality.
The bug czar responsibilities include:

- ensure that new bugs are triaged
- prune old / stale bugs that are not relevant anymore
- maintain a list of low hanging fruit bugs for new contributors to pick
and fix
- ensure that PTLs / core reviewers are aware of high-priority bugs / raise
attention to critical issues
- run a regular session in IRC for discussion on bugs, mentoring of bug
triage contributor
- drive implementation / adoption of automation that may help with any of
the above
