I think you can take inspiration from
https://github.com/stackforge/puppet-nova/blob/master/manifests/init.pp#L463
to integrate this backend in our modules. Your code is not really
compliant with how we configure RPC in OpenStack though. You can take
example on RabbitMQ or QPID.
