Well, the contact info is per Zuul pipeline. If you wanted to have
the job conditionally send to various E-mail addresses that's not
really going to work. More likely you want a periodic-apps-catalog
pipeline which sends failure logs to an announcement-only ML like
openstack-apps-catalog at lists.openstack.org to which the various
responsible parties can subscribe.
