This seems similar to some of the pages under
https://wiki.openstack.org/wiki/Trove#Development so perhaps add it there?

You could also pull the 'Testing' section out as a separate page since
it does not seem tied to VM set-up and is itself a useful overview of
the various test frameworks in play here.
