Agreed, though I think we can address this issue after we are done with
the incubation/core one. Ideally the solution for this would also
address preventively the issue of committee size inflation. I see two
options:
1- have all 13 seats directly-elected
2- have all 13 seats directly-elected, but with a minimum of 8 seats to
be held by "Services" projects PTLs
I personally prefer option (1). That said, option (2) preserves the
current ratio of PTLs vs. non-PTLs, so it's a bit less disruptive.
