[Openstack-track-chairs] the meaning of the 'How to contribute' track

No, it's not possible to have the new summit tools ready for Tokyo (we 
would already need to be using the scheduling tool), but I'm happy to 
pursue other ways to gather feedback in Tokyo like we're discussing.
