[User-committee] [product] Changing name from "User Story" to "Development Requests"

Hi PWG, 

The Infra team is ready to convert some naming (including Defcore > Interop) and they can do the name change for User Stories > Development Proposals. 
The current name of the application is userstory-dashboard and the site is tool.featuretracker.openstack.org. Does the PWG want development-proposal-dashboard for the application and development-proposal.openstack.org as the site?

PWG voted to rename User Story to Development Proposals. That’s to avoid conflict with agile terminology and case study terminology. 
Agile User Story definition: https://www.mountaingoatsoftware.com/agile/user-stories  User stories are short, simple descriptions of a feature told from the perspective of the person who desires the new capability, usually a user or customer of the system. They typically follow a simple template: As a <type of user>, I want <some goal> so that <some reason>.
So PWG's conclusion is that OpenStack Development Proposal includes a User Story plus other elements.
