[Openstack] Upgrade Nova Ocata -> Pike placement section

Hi,

you can check the install guide [1] for further information.

Here's what it says:

[placement]
# ...
os_region_name = RegionOne
project_domain_name = Default
project_name = service
auth_type = password
user_domain_name = Default
auth_url = http://controller:35357/v3
username = placement
password = PLACEMENT_PASS
---cut here---

Both control and compute node need that section.
