Can VNF vRouter occupy openstack subnet gateway ip address and used as a router to process openstack tenant traffic?

If it is possible, I think the solution conflict with openstack orchestration. Because the router is considered as a vm in openstack instead of router. 
Caller of Openstack api will make mistake.
