[Openstack] [open stack] Horizon installation error.

Hello Experts,
my this problem is resolved after copying local_settings.py file under /opt/stack/horizon/openstack_dashboard/local/ path from /etc/openstack-dashboard but now i am getting another error. Can some one please help.
I tried to change /var/lib/openstack-dashboard/secret_key file permission to 600 664 and 644 but still no help. with 600 it gives following error,
IOError: [Errno 13] Permission denied: '/var/lib/openstack-dashboard/secret_key'
with other values it gives following error.
