Are all the project / tenant same in these cases?

Hi All,
I'm in ocata release, had 2 running instance
(openstack) server list

but why when I open in the horizon at "Project / Compute / Overview" page it's show "Instances Used 3 of 10"
and when I check from usage list it show 4 instance used ?

Usage from 2017-03-24 to 2017-04-22:

even I deleted all instance, the value in  "Project / Compute / Overview" page horizon won't be refresh/update.
any suggestion for this case ?
