[Openstack] controller redundancy

Maybe I'm misunderstanding what you're getting at.  I can create both 
public and private networks within OS9.2 using just VLANs.  I can also 
create networks on VLANs that are outside of the tenant VLAN range I 
specified in Fuel prior to deployment under the Neutron L2 section.
