To be simple, /var/www/cgi-bin/keystone/admin isn't a WSGi file in your setup, it's an HTML one... How do you install OpenStack, on which distro. & packages ? Follow http://docs.openstack.org/mitaka/install-guide-rdo/keystone-install.html and you should be fine. Good luck.
