[Openstack] Quota changes don't "take"

What do you mean it didn't help? Are the actual tenant IDs showing up in
the neutron database now?

For example, this column entry:

| id                                   | tenant_id | resource       | limit
|
+--------------------------------------+-----------+--------
--------+-------+
| 17bb8ea8-cde0-462d-a9ff-aad6e45dad9b | admin     | security_group |    50
|


Shows that the 'tenant_id' is 'admin', which is not a tenant_id, so that
will never take effect.
