We are using a NIC card that does not support SR-IOV and hence are trying
to use PCI-Passthrough with ordinary (non-SRIOV) vNICs.

In case of SRIOV devices, the PCI whitelist takes the following format:

   ["vendor_id": "<id>",] ["product_id": "<id>",]
   ["address": "[[[[<domain>]:]<bus>]:][<slot>][.[<function>]]" |
   "devname": "Ethernet Interface Name",]
   "physical_network":"name string of the physical network"


Is this format applicable to non-SRIOV devices also? Specifically,
can we mention the PCI-BDF and the physical network?
