Which features do you install in OpenDaylight Karaf console? The local.conf on the following page is, <https://wiki.opendaylight.org/view/OpenDaylight_Virtual_Tenant_Network_%28VTN%29:Scripts:devstack> for the following guide. https://wiki.opendaylight.org/view/Release/Helium/VTN/User_Guide/OpenStack_Support So if you don't follow the above guide, I don't think that local.conf works.
