[Openstack] nova block_migrate with cinder lvm volumes fails with "Disk of instance is too large"

Hi,

When block_migrate an instance that has LVM cinder volumes, it fails in the pre-migrate check with "Disk of instance is too large".

Cinder volumes that are provided via iscsi to the compute node should be excluded from that diskspace calculation.
Before Juno, this worked; they got included with 5fa74bc0b2ab6fe5149a9b684b4beadb67877622 (Adds ephemeral storage encryption for LVM back-end images ).

I've created a bug: https://bugs.launchpad.net/nova/+bug/1428542

I can also add that little patch to review, if I hit the right place to do that. Can someone please have a look and advise, if this is the right place?
