[Openstack] openstack block storage (NFS)

Both Cinder and Manila have the ability to provide storage to VMs that uses
the NFS protocol.  The main difference is what the VM gets:
- In Cinder, the VM will get a block device, which is usually backed by a
file on the NFS server.  The user can then create a local file system on
that block device and use it for their purposes.
- In Manila, the VM will get an NFS share, as opposed to a block device
with Cinder.  This is more in line with how NFS is generally used, and also
(I believe) allows sharing between VMs.
