[Openstack] IP not assigned to VMs

Hi Janki,

The issue seems like openvswitch not running properly in compute node or
network node.

Please check logs while rebooting instance. You can see the dhcp lease is
failing.

check the command in controller

neutron agent-list

all services should be like
