[Openstack] KVM or Vagrant+VirtualBox for OpenStack test environment

I want to see how the OpenStack development communities setup the test environment.
It seems to me there are some cases that DevStack or PackStack cannot handle and we need to spin up a mini test environment.
Or should I take this question to the IRC on Freenode #openstack-dev?
