I'm using the following topology: VLAN Provider Networks: https://developer.rackspace.com/blog/neutron-networking-vlan-provider-networks/ Where each Tenant have its own VLAN tag ID, isolated from the others. No Neutron acting as a L3 Router, no GRE, no VXLAN. Cheers!
