[Openstack] OpenStack "Soft Reboot Instance" does not gracefully restart Instances

Stackers,

 I really need to change the behavior of "Shut Off Instance" at Horizon, it
needs to "gracefully halt" the instance via ACPI, instead of just
destroying it.

 How can I do that?!
