[Openstack] Linux-Havana Metadata error

Hi Team,

I have a 3 node Havana RDO setup and while I try to boot the VM on Dashboard it throws metadata error  waits for 1.21 secs and then goes to login page.
I am unable to login in vnc though the login comes up. I am unable to ssh as well. I have pasted the error message below.
I would appreciate any help.
