[Openstack] loop on network with openvswitch + vlans

Pavel,
why are you restarting Open vSwitch?I think these steps should work when you have to:
- stop quantum-ovs-plugin-agent
- stop openvswitch services
- start openvswitch services
- run quantum-ovs-cleanup
- start quantum-ovs-plugin-agent
