I've been toying with the idea of asking change submitters to seek
additional +1 reviews when they come asking for a core reviewer to
have a look at a patch (which seems like half of the traffic in the
development-focused IRC channels I live on).

You might also solicit suggestions on the topic from the
openstack-dev mailing list rather than this one. Just a thought.
