[Openstack] Agent out of sync with plugin!

"agent"== quantum-plugin-openvswitch-agent - yes

"plugin" == quantum-server - yes. The quantum service runs the plugin.

Yes, that is correct. Even the first time that it starts it is out of 
sync :)
