[Openstack] cannot ping to floating ip of a vm instance

I am configuring openstack to access a VM instance with public IP address
on  foslom+quantum.

I can ping to fixed IP address of a VM instance but not its floating IP, I
am looking for a debug method and solution, thanks.

I assigned floating IP to a VM instance.
