[Openstack] 'nova boot' : 'No valid host was found'

This is my memory after starting devstack and failing to launch an instance:
$ free
total used free shared buffers cached
Mem: 3103912 2023740 1080172 0 67264 907208
-/+ buffers/cache: 1049268 2054644
Swap: 2113532 0 2113532
The screen-n-sch.log shows ' instances:0 does not have 4096 MB usable
ram, it only has 4034.5 MB usable ram' and 'Filter RamFilter returned
0 hosts'. Guess that means that the issue is that openstack thinks
there's not enough memory ? Is there any way to override this behavior
in devstack ?
