[Openstack] Using EC2 through OpenStack

Thank you. I know about euca2ools.
What I wanted to know is whether, besides being an EC2-at-home facility, 
OpenStack also acts on a higher level, being able to manage third-party 
instances (such as Scalextreme for instance).
But it seems it isn't its role.
