[Openstack] nova-manage network create does not create the bridges/vlans immediately

Thanks Nathanael, so the bridges and vlans are created until the 
instance is created?, because my understanding was that the interfaces 
were created once the network create is applied, and the interface 
appears in nova-network node and nova-compute node, is it right?
