I'm completely ignorant about windows.

Is it for some reason not possible to have code that runs on first
instance boot that reads the metadata service (or config drive) and sets
the password appropriately?

Or, is there something that makes this actually a nova problem, something
that cannot reasonably be solved in the same way such things are solved in
other operating systems.

Is there no way that you could pass in a public key that would be used for
authentication to RDP or whatever you'd do?  (grave ignorance of windows).
