That functionality needs to go away for the time being because it presents multiple problems.  It's not in the OS API spec...  and I'd heard that the functionality added to the EC2 api for it was also not really to spec, but I've not checked on that.

Have you taken a look at:  https://review.openstack.org/#change,2552
to see if it makes your life any easier?  There's more changes coming.  One of the goals is to make things a bit more pluggable and eventually even combine all of the current schedulers.
