[Openstack] Upcoming wiki migration to Mediawiki

A good question, thanks for asking. There are very few edits in the wiki
made per day. But after 12/17 you need to know that the content in the
MoinMoin wiki is going to another wiki. By publishing the URL for the
staged new wiki site we can ensure continuity I believe.

For the contributors list, the delay would be in the DNS entry catching up
around the world, so I'd imagine a few hours while that happens would mean
we couldn't check for new contributors having added themselves to the wiki
page. However with the holidays around that time, the timing seems good for
a bit of a slow-down.
