As the docs linked to by Vish show - metadata can be set at the same time
as the server is created, or it can be set after the server has been built.

Anything you like. Openstack does nothing with the metadata.

Only nova knows anything about the metadata - and even then - all it knows
is how to store/retrieve it.

The role is simple - you can set metadata on a server, and retrieve it
later if you wish.
