[Openstack] [Netstack] Nova Manage Network unable to add vlan ID

Minor correction for my previous mail.

"(with non-tunneling mode)" is unnecessary.
All modes of OVS plugin do the same behavior.

"OVS plugin assigns VLAN-ID automatically for each virtual network."
