Open Stack

If you aren't using qauntum you can get dashboard doing something like:

    export DASH_DIR=path_to_dashboard_checkout
    mkdir -p $DASH_DIR/openstack-dashboard/quantum
    touch $DASH_DIR /openstack-dashboard/quantum/__init__.py
    touch $DASH_DIR /openstack-dashboard/quantum/client.py

Then update your local_settings.py to disable quantum:

    QUANTUM_ENABLED = False

and then just pip install everything but quantum…

We need to fix this in a more sane way (not requiring quantum unless you enable it)
