The way I see it, HybridFox  as a tool with openstack support, should be
able to be listed without any changes (other than ensuring compatibility) .

Its tools like these that add value to openstack, while never being even
remotely close to core projects that Satellite should provide for.

If CI, SCM hosting etc are provided, it should be very, very loose. If any
attempt at control is asserted, Satellite will turn into an incubator.
