[Openstack-sigs] [self-healing] URGENT RFC: length of PTG session for self-healing SIG

Thanks Adam for helping us get organized in the new year. I agree that
half a day is a good length at this stage. There would always be more to
talk about, but a lot of it can happen in less centralized channels.
