Open Stack

Last week we decided on the QA meeting to deprecate the openstack-qa 
list and drive out conversations on openstack-dev instead, using the 
[qa] tag. We're still figuring out if there will be an alias for 
compatibility or not, but until then, please send your traffic over to 
openstack-dev.
