[Openstack-operators] [Openstack-operator] Mitaka consumes RAMs

Hi Tuan,

our most used region has 2 controllers with the following specs each:
 - 8G ram
 - 8 vCores (our control plane runs inside VMs)

for now both controllers use each about 7.1 to 7.3 GB of RAM with cache and 
3.4 to 4.7 GB of RAM without Cache.

But: Our controllers don't run neutron-server, keystone, mysql/mariadb and 
rabbitmq + memcache.

Directly compared with our Kilo platform (amount of compute nodes, instances 
and stuff) the amount of RAM the Mitaka platform consumes is definitively 
higher, so from my (new) point of view you are right.
