external and shared is ok if you want to allow many tenants to plug into

external means that openstack does not manage the router, an external
thing (routers, cheap server, etc) does it

sorry, i wasn't clear enough, i have floating ip working on a different
network on the same cloud, as Kris says bellow you need the use internal
neutron router to have floating ip
i have 3 kinds of networks working at the same time
- provider (also called external) networks, the router is a physical
box, tenant can plug into this networks if you modify nova's policy.json
- tenant networks, router is a neutron router, tenants can plug into
- floating ip networks, router is a physical box, if you modify
policy.json tenants can create a port on it or boot a vm on it
actually, is a mess. you cannot mix provider networks and floating ip on
the same cloud safely (maybe if you play with policy.json long enough
you can) i don't run floating ip in prod so i never care much for it

sorry i miss remembered here, i wasn't referring to multiple l3 agent
for HA, but each for different functions.
since havana .3 you can run more than one external network on the same
l3 agent, before that you need one agent for each external network

you can tell to your vm to reach 169.254.169.254 pushing a route to it.
easiest way to do it, edit /etc/neutron/dhcp_agent.ini and set
enable_isolated_metadata = True
