Yup :( That's exactly what we do in our Chef cookbooks...

We discovered bugs in 1.04 around how the L2 GRE mesh was created that
allowed a single tenant to inadvertently flood the mesh with traffic and
effectively bring the whole tenant networking down. No idea if it's
related to what you're seeing, but we moved to OVS 1.11+ and did not
have the same issues, and performance/scalability was generally much
better.
